What is the minimum order quantity for private label skin care?

The minimum for skin care and topical products at BioB Manufacturing is 5,000 units for fills under 8 oz, and 2,500 units for fills of 8 oz and larger. Most manufacturers will not publish this figure at all. Here it is before you fill in a form.

Semi-custom

Start from an existing base and change what actually differentiates you — the botanical extract, the fragrance-free variant, the texture, the pack. You keep most of the speed and documentation of private label while owning a product that is not identical to anyone else’s.

Full custom formulation

Ground-up development with our formulators, including extract selection from the Bio-Botanica library. The longest route, and the right one when the formula itself is the asset you are building the brand on.

We make the extracts that go into your formula

This is the part of the supply chain most contract manufacturers do not control. They buy botanical actives on the open market, which means the identity, the lot-to-lot consistency and the country of origin of the most functional ingredient in your product all sit with a third party you never meet.

Formula selection or development

Either you choose from existing formulations, or our formulators build one, including which botanical extracts carry the story you want to tell.

Bench sample

You get physical samples to evaluate texture, absorption, scent and appearance. Iterations happen here, before anything is scaled.
STEP 04

Packaging and compatibility

Component selection and compatibility with the formula. We fill client-supplied packaging where it passes compatibility assessment. This step, not batching, is what usually sets your launch date.

Quality, testing and the documentation you actually receive

A certification logo is not a document. What matters to a brand owner is what arrives with the lot, because that is what a retailer, an insurer or a regulator will ask you for.

Testing that is scoped, not assumed

Stability testing and preservative efficacy testing are scoped with your project rather than bundled into a blanket promise. Which tests a formula needs depends on the emulsion system, the packaging it sits in and the shelf life you intend to print. We will tell you at scoping which of them your product genuinely requires and which are being sold to you elsewhere as reassurance.

Certifications held

NSF GMP, USDA Organic, Kosher and Halal, in an FDA-registered facility. Note the wording carefully: facilities register with FDA, and registration is not the same thing as approval. FDA does not approve cosmetic products at all, so a supplier implying otherwise is describing a status that does not exist.

MoCRA: what we are responsible for, and what you are

Under the Modernization of Cosmetics Regulation Act the obligations are split between the manufacturer and the brand. Almost no manufacturer page states the split, which is why brands discover it late.

What the manufacturer does

Registers the manufacturing facility with FDA and renews that registration biennially. Manufactures to our GMP quality system and supplies the batch documentation and Certificate of Analysis for your lot.

What your brand does

In a private label arrangement your brand is normally the Responsible Person. That means listing the product with FDA and keeping that listing current, maintaining adequate safety substantiation records, meeting labelling requirements, and receiving and reporting serious adverse events.
Being the Responsible Person is not a formality and it does not transfer to us because we made the product. Confirm in writing who holds it before a purchase order is issued. FDA’s registration and listing requirements are published at fda.gov. Where a formula is sold as a sunscreen, an acne treatment or another OTC drug product rather than a cosmetic, a different regime applies entirely — raise it at scoping, not after the sample.

Why brands choose a US private label skin care manufacturer

What is the minimum order quantity for private label skin care?

5,000 units per SKU for fills under 8 oz, and 2,500 units per SKU for fills of 8 oz and larger. The minimum is set by fill size rather than by product category, so a 1 oz serum and a 4 oz cream carry the same minimum. Kits and unusual packaging are confirmed at quote.

Do you offer custom formulation or only existing formulas?

Both, plus the middle route. You can private label an existing formulation, modify an existing base into a semi-custom product, or develop a formula from the ground up with our formulators. Semi-custom is the option most brands underuse: it gives you a product that is genuinely yours without paying for full development.

Can I supply my own packaging?

Yes, where the component passes compatibility assessment with the formula. Compatibility is a real check rather than a formality — an emulsion that is stable in a jar can behave differently in an airless pump. Bring the packaging into the conversation early, because component lead times usually set the launch date.

Where do your botanical ingredients come from?

We make them. Bio-Botanica has produced botanical extracts since 1972, and BioB Manufacturing is its finished-goods arm. The extract in your formula and the finished product are made in the same New York facility under the same quality system, so there is no third-party actives supplier in the chain.

Are you FDA-registered and GMP certified?

The facility is FDA-registered and holds NSF GMP, USDA Organic, Kosher and Halal certifications. FDA registers cosmetic manufacturing facilities; it does not approve cosmetic products. Registration and approval are different things, and any supplier blurring the two is describing a status that does not exist.

Under MoCRA, who is the Responsible Person — you or my brand?

In a private label arrangement it is normally your brand, because the Responsible Person is whoever the product is marketed under. That carries product listing with FDA, safety substantiation records, labelling compliance and adverse event reporting. We register and maintain the facility registration. Confirm the split in writing before you issue a purchase order.

Do you provide a Certificate of Analysis?

Yes, a Certificate of Analysis is issued for the finished lot, alongside documented batch records and a product specification sheet stating the carrier system, pack size and format. A Safety Data Sheet is provided where the formula requires one.

What is the difference between private label, white label and contract manufacturing?

Private label and white label both mean putting your brand on an existing formulation; white label usually implies the same formula is sold to several brands, private label implies some exclusivity or modification. Contract manufacturing means we make a product to your specification, whether that specification is yours or developed with you.

Do you run stability and preservative efficacy testing?
